In Daniel 8, the horn emerges “out of one of them.” If this refers to one of the four horns of the Greek goat, then the small horn might represent a Greek king. But the genders indicate that it came out of one of the compass directions, subsequent to the four Greek horns, meaning it comes out of the next empire: Rome.
